Fine-tune resource allocations for evaluator

Context

We need to allocate the appropriate amount of resources to run the evaluation provided by Janelia-CellMap.

So far we have tested 4 'cubes' of annotated data that required us to increase the resources allocated:

• Increase resources provided to everything segmentation-challenge-deploy#71
• Allow specifying resources separately for all components #225.

1. Continually test the evaluator to ensure that it has enough resources to handle up to 16 'cubes' of data (test datasets to be steadily supplied by cellmap team)
2. Fine-tune resource allocations (RAM, CPU) as needed

The caveat is that whenever the website is redeployed, any running evaluations will be killed and will need to be manually restarted.
