Recently there has been an increasing problem that builders have not received any feedback on their plot after they have submitted it, because they have not joined the server for more than two weeks. On the one hand, this is bad because a plot that has been built is abandoned and on the other hand, the user cannot improve.

Solution:
Rejected plots should not be deleted automatically after a certain inactivity. There could be an option to disable this in the config or maybe add another inactivity time for rejected plots.

There is a new translation, so the people know its clickable. Also, I fixed a bug with disabled tutorial config, where it would never be possible to add someone to a plot. I added a correct message for that.

Improves #66.
Resolves #133.
