Make cookie restart configurable

I could be wrong, but I think that the adapter might be restartet too frequently to retrieve a new cookie.
Maybe this intervall could be set in the config (with min value the one that is hard coded at the moment)?
I assume this could reduce unnecessary traffic even further.

What exactly is the question or issue? Normally there is a timestamp from the cookie which is used to determine when to get a new one
