Research Server Control Doesn't Fulfill Purpose

Server controller is meant to allow you to wipe technologies and levels from the research server, however this is impossible to do, it'll never wipe all the tech related to a level if you reset the level, and if you delete individual technology designs, they will still reappear in the RnD console if you reset that console and then resync it to the network again.

As RD who wants to restrict weapons, it's annoying when I go to download the tech level to a disk, and then cannot reset the combat level without wiping the entire server clean and forbidding complete download access.
