Requesting Tasks as soon as a Project is Attached without Considering the Task Queue

I am using Science United Account Manager. From time to time, my Boinc Manager attaches new projects according to the project list sent by Science United.

However, my concern is that the Boinc Manager requests new tasks from the newly attached projects as soon as they are attached even though there are enough tasks already in the queue according to the preferences.

Is this normal behavior? Is there a reason for the Boinc Manager to do this? Shouldn't it wait until the tasks already in the queue are below the threshold set in the preference to requesting tasks from the new projects?

The BOINC client downloads jobs to keep all resources (CPUs, GPUs)
busy for the duration specified in computing preferences.
It doesn't automatically request jobs when a new project is added.

Then the Boinc Client requested new GPU tasks maybe. Because it already had enough CPU tasks. However, the client did not start on these new tasks until it completed the previously queued tasks. That is why I was concerned about why it did request new tasks when it had enough tasks already.

When I say it "had enough tasks," I am using the duration the Boinc Manager shows me in the "Remaining (estimated)" column. Am I wrong to use the "Remaining (estimated)" column to decide whether the client has enough tasks according to my configuration?
