Basically, the 0-9 keys would be "bookmarked" with a command of your choosing, say 5 is "ls" command.
Then, you press ALT+5 (or another prefix key), and it would autofill that command, similar to pressing up arrow the go to an old command.
So ALT+5 would autofill "ls", then you could add to it or press ENTER to execute the command.
