Default monitoring configuration

To improve observability of a dataverse installation and aid with troubleshooting issues, we should provide a default monitoring configuration.

A good start would be to provide metrics export in prometheus format of the application server (eg. through https://github.com/prometheus/jmx_exporter ) and a default grafana dashboard configuration with essential metrics (heap usage, threads, number of requests, ..).

The exporter would be setup by default when using the installer.

Also to be setup in the docker based development environment together with grafana and the default dashboard.
