Optimize Hamming Code

Many signal qbits of the phase encoder and phase decoder are wasted, they can be removed making the gates slimmer

• phase encoder
• phase decoder

This will not be done for the Hackaton, if the code seems promising for future application than we will optimize, for now the code it's good enough as a proof of concept
