Privacy Policy Popup Setting

Request: Add an option to disable the privacy policy popup in the.

Reason:
It would be nice to have a toggle in the misc settings to disable the popup. I have no use for the server based features and therefore don't want to accept the policy. However I am stuck with a popup asking me to accept it.

I would implement this with a toggle in the misc section of the settings that is checked in the reload0 function of the WidgetPrivacyPolicyLocal class and only creates the widget if the toggle is set to on (can be default as far as I am concerned).

I have tried compiling this project myself but get an error though I assume this my fault. (I've never used java before)
