revisit notify.gov homepage content to implement the phase 2 links to the about notify site section
dependency - about notify site section should go live with these changes
this would be a quick UI fix once the about notify content section is live and the phase 1 notify.gov homepage content is already up
two links are called out in the google doc where Cathy has commented on them
