Right now, the list APIs all point to spanner code written specifically for each API. We can probably DRY some of this up now. We will use it for some more APIs this quarter

@DanielRyanSmith this can be done later on as a "nice to have" after #796. If it doesn't make the quarter, we can pull this one out of the milestone. Not a blocker (whereas we do need #796).
