The current "Getting Started / Quickstart" instructions will result in installing 2.4.0 of ideas-pse, not the latest release.

This is because the steps use conda to install and we stopped creating conda releases to the idaes-pse channel.

We should either setup conda-forge buils (as suggested way back in #102) or at the very least update the install instructions so it results in the latest release being installed.
