Questormanager wont start

Hi there.
using latest BE.

when starting questormanager (typing dotnet questormanager) nothing happens.
No error but no new window opens.

when trying again, i will get a message:
Could not create domain called questormanager. The domain already exists.
If you want to launch another application, including the same application, please choose another name.
Could not execute assembly.

Looks like its starting but not opening a window?
