Starmap changes.

Make calls more efficient, (refer to create empire terms of service/rules links #3 in ka-server)
Have filters to display (highlight) specific planet/star types, e.g. 'habitable', 'type', 'size', 'friend', 'enemy' etc.
Other stars could be grayed out.
