Describe the situation in which you encountered the missing validation

This was added as VUID-vkCmdDraw-None-02686 (now VUID-vkCmdDraw-None-08600), then an issue of it being wrong was created and it was then removed. Recently was added again but an internal change to solve KhronosGroup/Vulkan-Docs#1979

Valid Usage IDs requested

VUID-vkCmdDraw-None-07748

Additional Context

Spec updated in 1.3.236

Removed in #4892

layers: Fix intermittent VUID 03047 false positives

Make sure to remove the parent node if we're cleaning up an
object_bindings entry in CMD_BUFFER_STATE::NotifyInvalidate().
Without this, child objects could have a stale parent and think
they are in use when they're not.
