[Feature]: Devtools open event should be there such that opening of new window can be prevented #4948

Describe the feature/enhancement you need

When we open Devtools , then it opens it in a new webview2 instance , but as in Edge browser it opens within the same window , so there should be an event such that opening of new window can be prevented and within the same window we can open it .

Critical. My app's basic functions wouldn't work without it.

I prefer this to be optional. In my case I want DevTools to open in the new window (like it does now).
