Have netcdf instead of binary mod_def files

Is your feature request related to a problem? Please describe.
Instead of having binary mod_def files, create NetCDF output files. This is also an opportunity to rethink what should and should not be kept in the mod_def files. For example, if we keep grid (lat, Lon, mask, obstruction) grid information in the NetCDF file, can we move things like time steps and namelist inputs somewhere else?

Have NetCDF instead of binary restart files.

Describe alternatives you've considered
NetCDF could be optional and binary could still be an option.

Additional context
This might need to involve updates to gridgen and rethinking what is calculated in ww3_grid versus what is done at runtime.
