[Feature Request] Admin Gag and pause options

It will be awesome if you can make a minimalistic gag system in admin menu and also a match pause like admin to pause match on the fly (instant) or to control it somehow. Something like "pausable 1" cvar.

Now game can be paused by admin, and will unpause automatically after a specified time with pug_pause_count variable.

Players also has a option in .vote menu for pause the match.

About gag/ungag plugin, this feature already in default counter-strike. I will add it later
