What plugins might I be missing here?

~/packer-windows: vagrant up 2019-box 

Vagrant failed to initialize at a very early stage:

The plugins failed to load properly. The error message given is
shown below.

cannot load such file -- vagrant/vmware/fusion

oh looks like this is a known issue: hashicorp/vagrant#10644
and downgrading might fix it, so I will try that.
