Missing keys are currently marked as comment with one hash-sign. User comments are marked with two consecutive hash sings.

When checking consistency these comments could be ignored. However, this would destroy the file structure to some extent. The idea is, that you can put two language files next to each other and you have a "line-number" correspondence...
