Bifurcation of the --muller-mandel-sigma-kick option

From the program option description, it appears that the option

--muller-mandel-sigma-kick

applies to both NS and BH the same value. It would be helpful to have two different values similar to the kick-multiplier option. The default value can be set to 0.3 for both as in the current version (v03.07.00).

Also, in the program option page and the yaml file, the allowed range for the --muller-mandel-sigma-kick option (and other options which take values between 0 and 1.0) may be specified.
