开启pac：

old：只允许code方式：pipelineSetting 和 yaml 同时修改
new: pipelineInfo、pipelineSetting 和 yaml 同时修改

未开启pac：

old：code方式：pipelineSetting 和 yaml 同时修改。UI方式：只修改pipelineInfo
new: code方式：pipelineInfo、pipelineSetting 和 yaml 同时修改。UI方式：只修改pipelineInfo，但报错yaml时添加disablePipeline: true
