congress crawler: keyword search

Is it possible to do a keyword search with the congress crawler? If not, you can just close this issue. If yes, it would be helpful to incorporate that into this crawler.

Hi this was an issue with the build, nightly builds do not happen anymore. I made a build right now and this feature should work now.
