When running HPX with one locality. The parallel_correctness tests seem to hang.

Potential work around is making the migration a no-op inside the load balancer.

Turning off load balancer till UT-CHG#89 gets fixed

Alternatively, we may also need to rebuild the docker container since there have been HPX changes made as well.
