Hitting 8-ball on your turn when colors are pocketed counts as a foul

Hitting the 8-ball but not pocketing it when you have already sunk all of your colored balls is counted as a foul, allowing the opponent's next turn to reposition the cue ball.

This issue is tested and reproducible with a single player in desktop mode on the latest master branch but assuming it can also apply to other player configurations.
