PHP Fatal error: Uncaught Error: Call to undefined function has_block() in /wp-content/plugins/embedpress/Gutenberg/plugin.php:1269,

Using WP 4.9.16

The install page says "Requires WordPress Version: 4.6 or higher " but has_block() was not introduced until WP 5.0.0
