Robots meta tag not updated on some pages

The robots meta tag hasn't changed to noindex on typical duplicate content issues including Review pages, the canonical tag isn't showing also on these. I've changed the core xml files within layout to update but I presume Creare is overwriting these. There are no settings within the backend which it maybe handy to have in certain instances. I'm presuming someone's changed something in the core code. I worked on a project before where the duplicate query strings were changed to static urls and had the same issue.
