Track User Language Preference

With the new code blocks, users currently have to click the language they want to see each time. It's likely that users are interested in seeing the same language all the time. We should make it so that selecting a language changes all code blocks on that page with that language to that language, and ideally we should store the preference as a cookie that can be used when loading other pages.
