How to configure Additional Tags so that all Redmine users can use the tag feature, as currently only people with Redmine Administrator privileges can use the Tag feature?

In the Admin panel of Redmine, go in to Roles and Permissions. For each Role, under Issue tracking you'll find three checkboxes. This is my understanding of what each of the options allow:

• Add issue tags -- They can create new Tags in the system.
• Edit issue tags -- They can remove and add Tags in an issue based on tags that already exist in the system.
• Display issue tags -- They can see Tags assigned to issues.

Enable what you want based on the permission you want to give to the users assigned to the role.
