[PSX] Parasite Eve Disc Change not working

Parasite Eve's disc change doesn't appear to work.

The change disc screen flickers black (could well just be a visual bug, doesn't happen anywhere else) and actioning "Change Disc" in the Playstation menu and selecting Disc 2 doesn't appear to cause Ares to actually initiate the check that the disc has changed. I did try looking to see if it displayed anything in the Terminal but it did not.

Included is the memory card file, plus two save states, one at the change disc screen itself (state 1) and one slightly before the disc change prompt (state 2, check the person on the floor and then leave the screen to the left):
