Right now the pages just go in some random order---both in the menu on the left, and the order in which the man pages get rendered onto the HTML page. The order should be:

  • Pages in Chapter 7 (starting with litani(7))
  • Pages in Chapter 1
  • Pages in Chapter 5

Generate table of contents for litani(7)

The litani(7) man page now contains a table of contents listing all of
the other man pages, separated by chapter. This eliminates the need to
manually maintain this file and keep it up-to-date with new commands.

This commit fixes awslabs#87.
