Feature Request

Summary

We address the challenges arising from the rapid filling of the cometBFT mempool, which results in issues such as missing blocks and network congestion, and adversely impacting node performance. We proposes a rate limit mechanism as a solution to mitigate these problems.

Proposal

Apply the PoC code as Production level ( for basechain branch )
