Add scheme implementation of workpools #160

A task record is an annotated vector of function and args with
possible annotations for callback, condvar, id, and maybe resource
limits.

A workpool is basically a FIFO of task records with a set of associated threads.

This could be used, for example, in knodb for parallelizing commits or queries.
