Add support for watchtowers to ensure that funds are always SAFU.

There is a background watcher already implemented in the client: https://medium.com/breez-technology/the-only-thing-better-than-minimal-trust-is-none-at-all-34456f650332

Watchtowers in there current state wouldn't provide a better solution.

Curious to know more. One thing external watchtowers would also be useful would be as an alternative backup location to provide an alternative to google drive for people who don't want to connect their google account to a bitcoin wallet.
