when using block editor, there should be a way to insert download link using blocks, instead of shortcode

initially use https://developer.wordpress.org/block-editor/reference-guides/components/select-control/
but possibly use autocomplete, as the dropdown will be not ideal when there is huge list of files Autocomplete
