While some data types have conversion functions (i.e. bz_GetSpikes), others still need to be created made and conventions need to be decided upon.

A useful, but unfinished tool for converting .whl/.pos files into .behavior.mat structs

@samamckenzie and @juneshuoyang - we discussed yesterday what to do with external perturbation events for sam's data.... I realized that this is actually not an events.mat type, but should be of the manipulation.mat type... which is lacking in conventions.

a necessary part of completing this issue should be to finish ironing out the remaining data formatting standards and making sure they're well documented in the wiki.
I think events.mat and states.mat are pretty good, but the others still need some wikiwork
