Temporary information site behind findahome.family

It'll be a while before we have a proof of concept ready for demoing. In the meantime, it'll be nice to have a simple splash page that provides information about our project and what we want to accomplish.

As of the time of writing this ticket, the findahome.family domain in front of a Jenkins instance - this was mostly because hyper.sh (the hosting service I'm using) has their deployment example include Jenkins.

What we can do instead is deploy Hugo with a nice theme. Something simple that links to this Github page, Code for San Jose's website, and provides some basic information about findahome.
