Stage 1 job takes too long, causing jenkins timeout

Most of the individual variant builds took less than an hour, but there was one exception:

This job (building internal-dev-kvm) took 3h38m, which didn't leave enough time for stage0 to finish within the 4 hour timeout window. None of the commands in the logs seemed to take a long time relative to the others. It might simply be the case that the timeout is too short when building all the variants.

A similar timeout was hit building internal-unittest-kvm in this build and its child:
