Actions enabled even without devonfw-ide installed #79

Describe the bug
I can perform actions that need devonfw-ide version to be installed.

To Reproduce
Steps to reproduce the behavior:

Open devonfw dashboard
Go to Projects section without a devonfw ide version installed
Click on Add new Project
Go to IDEs section without a devonfw ide version installed
Click on Open

Expected behavior
I should not be able to perform some actions if I don't have any devonfw-ide version.
For example:

Projects section: Add a new project
IDEs section: Open IDE
