A citation can be linked to a preexisting Zotero item. If this Zotero item is removed, the link will point to nowhere. Consider automatically removing such links in the event the linked items are removed from Zotero.

Similarly, if the linked-to item is merged with one or more other items, the link should be moved to the resulting merged-to item.
