Should the focus be on severe illness and deaths stats not cases now?

For example some European countries have made statements like this esp in regard to reducing testing.

Looking at deaths and illness only makes sense if you have a population that is has high levels of immunity. There is both low vaccination rates in most provinces and waning immunity perhaps in Bangkok and Phuket. As of late Nov the majority of provinces are under 50% vaccinated and in addition the elderly vaccination rate has been even slower still.
So testing and cases is still a good early indicator of future deaths and hospital overloading, at least until high immunity is reached.
In addition there isn't a good source of data on severe covid cases per province with historical data to see trends so cases can help identify problems even if vaccinations are factored in
