Tooltip appears behind monomer icons in the library

Description:
When a user clicks on a monomer in the library and then hovers over other monomers, tooltip appears behind monomer icons instead of displaying above them. This causes tooltip text to be partially or completely obscured, making it difficult to read information.

Steps to Reproduce

1. Open Ketcher in Macromolecule mode
2. Navigate to the monomer library
3. Click on any monomer
4. Without clicking again, hover over another monomer in the library
5. Observe tooltip position.
   Note: This behavior is observed across all tabs of the library

Actual behavior
The tooltip is rendered behind monomer icons, causing it to be partially or fully hidden.

Expected behavior
The tooltip should appear above monomer icons, ensuring text remains fully visible and readable.
