Issue with Markdown rendering in Withdrawal reason header section in EIP-1706

The Withdrawal reason section in the EIP-1706 is not rendering the Markdown correctly, as discussed in the EIPIP Meeting 50

This is likely going to require a bit of research to solve. We need to figure out how to tell Jekyll to support markdown within that particular form field.
