enable 'AdditionalFolders=' to load .sm/.zip files from PACKAGES folders.

I address this on Discord#Etterna with a few people... I guess it is just me who is unique to this problem. I've been using StepMania for many years and been doing this way of loading things from SM3.9+ to CVS to now 5.x (even ITG). I assume Etterna can also do this as well, it did on SONGS folder, but I guess not PACKAGES folder when using the 'AdditionalFolders=' and leaving 'AdditionalSongsFolders=' blank.

I normally use these options when loading my .zip simfile packs which are organized and categorized outside of the main app folders by pack series and PAD vs KB vs Hybrid. and my case anime packs vs the rest. And all in .zip to save disk/storage space. Even just a a little. Plus loading times.
