Making Servers out of CoEVP

Tools and packages (besides Charm++ which is in Tabasco).

Google's protobuf is used to serialize the arguments to/from server execution.

LANL's libcircle is the first server implementation.

Next up is Apache Thrift, then maybe Google gRPC.
