The Froala toolbar can be focussed with Alt + F10. If the user navigates to the special characters button and confirms with Enter, the corresponding popup opens. As can be seen in the image below, there is a main navigation (second toolbar) and all special characters that can be inserted are grouped within this.
The navigation for the keyboard user is not very intuitive. The arrow keys can be used to navigate within the list (group of special characters), which works. However, to navigate to the main navigation (second tooblar) within this popup, you have to navigate to the last element within the list and then press Tab to set the focus to the second element in the navigation (in the picture below this would be A - Greek).
