Integrate Windows toolchain install instructions #179

We have added windows toolchain install instructions but they are not well integrated. The current instructions are a standalone file added as an addendum to the ESP32 instructions:

This presents an issue when partials are included in other pages like on the QEMU page where the instructions reference and link back to the ESP32 section:
