Since a lot of companies only offer tickets et c in Apple's "pkpass" format, Pass Converter is exactly the kind of software I was looking for. However, when using it to convert from pkpass to Google Wallet's format the process requires a Google Cloud account. Unfortunately, it seems as if this is a paid service. There seems to be a trial version of Google Cloud, but it is only valid for 90 days or so.

This being said, I'd like to know if there is any way around this? Although I would love to use Pass Converter, I can't justify the cost of a paid Google Cloud account just for using Pass Converter.

I appreciate any help. Meanwhile, best of luck with the future development!

You could edit the first few lines of code in the pkpassImageHandler function in app.js to change the image uploading to use a different service.

If you're interested in working on making this configurable, we would certainly be happy to review a pull request. I'll leave this issue open to track the idea.
