Incompatible with go1.23, at both runtime and buildtime

If I build sqlvet using go1.23, then it panics at runtime. Also, if I build sqlvet with 1.22, but run it with the 1.23 SDK, it also panics. At both buildtime and runtime, it seems that only go1.22 or earlier will work.
