Throttle/debounce view status toast messages

Throttle/debounce "Maximum Window", "Minimum Window" and "Too close to target" view status toast messages

Describe the bug
While zooming in/out of viewport to extremes, we see a cascade of toast messages overwhelming the viewer.

To Reproduce

1. Open any imodel in viewer
2. Continuously scroll the mouse scroll wheel to zoom in/out inside the viewport
3. Significant burst of toast messages appears

Expected behavior
Throttle duplicate toast messages that are generated in a short amount of time. If scrolling continues after a couple seconds, allow additional toast message but just prevent rapid fire repeat messages.
